We live in a hyperconnected, yet profoundly fragile world. When a contingency occurs and commercial services collapse, we realize that the true safety net is not third-party infrastructure; it is us.

My journey in amateur radio and telecommunications began in 1997. Over the years, passing through various clubs and groups, I recurrently encountered an obstacle: groups with enormous accumulated knowledge but little real willingness to share it, or traditional structures that, out of fear of the new or of change, choose to close themselves off and stagnate in time.

I have always believed that the fundamental purpose of belonging to a community is to make ourselves better together, adding experiences to move forward, not to remain immobile protecting what we already know.

For this very reason, it is essential to make our identity clear from day one: CIPRO is not born to be just another radio club. It is not our goal to add another organization to the long list of those that already exist. CIPRO emerges as a point of unification for ideas, innovation, and technology. We are a space where different disciplines converge and where radio is a key tool, but in no case is it our sole purpose.

From Isolated Attempts to Operational Order

In critical moments or contingencies, people’s enthusiasm and goodwill are abundant, but the lack of structure takes its toll. We have seen many uncoordinated efforts: individual initiatives with great value and dedication, but without clear coordination protocols, without well-defined bands, frequencies, or operating schedules.

Likewise, there are valuable test servers, nodes, and projects scattered under unknown IP addresses, or critical initiatives that depend on a single person. That is not resilience.

CIPRO was born to bring order, centralize, and build a shared infrastructure under very clear parameters:

  • Unify efforts under a single platform and an easily accessible common domain.
  • Establish proven protocols and procedures for emergencies.
  • Build a real bridge between licensed radio operators and those who are not, recognizing that community aid does not discriminate by credentials, but does require technical organization.

Open and Modular Technology: Projects in Motion

To materialize this vision, the work does not remain in theory. We drive concrete initiatives, such as the deployment of community and modular emergency nodes.

The goal of these types of projects is for the network to grow in a structured way:

  • Universal access: If you are not an amateur radio operator, the system allows you to operate a local or data network in full accordance with civil regulations.
  • Extended technical capacity: If you are an authorized operator, the node amplifies your capabilities in specific radio frequencies and modes.
  • Real resilience: We keep the community and support links communicated even when conventional commercial services collapse.

Our Parameters

The path to a truly resilient network is broad and full of challenges. And it must be said bluntly: good intentions alone do not build networks. For this effort not to become another stagnant group, this project demands more than enthusiasm; it demands the capacity for execution. Without knowledge and without real technical work, there is no growth.

Technology only makes sense when it serves to help and protect effectively, not as an isolated hobby.

If you see the reality of telecommunications as we do, if you are tired of closed systems, and if you understand that rigorous technical execution is the only way to build a network that works when everything else fails, you will understand the purpose of CIPRO. Those of us who identify with this vision will join forces; those who do not, may follow their own path.

⚠️ Regulatory Compliance Notice

The frequency information provided is for reference purposes. It is the responsibility of each operator or user to review and confirm the current regulations with the regulatory authorities (ASEP in Panama), bearing in mind that band provisions and allocations may change at any time.
